Not too familiar with ham licensing limitations and laws, but I can say that using a mobile android device for the encryption and PSK conversion is a serious opsec flaw.
Suggestions: Laptop. Live OS on a tiny USB drive. Open PGP with a client such as Kleopatra. Any program similar to MultiPSK for linux platforms if available. If not, slipstream wine into the live OS.

Hey guys let's make directions on how to broadcast encrypted messages on radio frequencies in a way that we can easily snoop on what the person is encrypting. Later we can "catch" them through some mistake they make if we decide that they are a credible threat.
