A 20 acre rock with a tiny bit of top soil. Youre not getting a well there. Or power. Theres not shit for wildlife. No timber. And thats not near as much land as you seem to think. I have 21 acres. Hundreds of people? Youre high off your ass.

Not for you, or me but a billionaire could do exactly as I said. Vertical farms handle most of the food, chickens and fish could be kept without purchasing outside feed, a well is unnecessary with Scottish rainy weather, with purchasing outside feed or doubling the vertical farming setup's size you could keep goats and maybe a cow. Bringing in building materials wouldn't be such an issue for a billionaire hell they could pay to transplant fully grown trees and young trees from the mainland and bore out divets in the rock to fill with soil for the trees.

A mansion in the Hamptons costs over 20 million at base but it only costs a fraction of that to build them. Double the wages of the workers and the costs of material for transport and you could still build this castle at sea for less than a mansion in the Hamptons.

Hundreds of people on a dozen acres? What is a US aircraft carrier? You ever seen plans for our first major space bases either on the moon, mars, or high orbit? A couple hundred people and advanced hydroponics/aeroponics, water recycling.

The issue would have been energy but with LFTR reactors working out in china energy needs are met far simpler than a big old wave, wind, and solar set up.
