If you want to change culture at any organization, you fire the first 3 levels of management and any known troublemakers at any level. Trump is going to change the culture of the FBI from that of a leftist lapdog of the Democrat party into (hopefully) something that at least pretends to serve the American people, but I still have my doubts.
