Haven’t been able to form a functional civilisation after several thousand years? I’d be impressed if they could maintain a functional housing estate for a single year. Even on a micro level they are unable to manage community structures. This in spite of their apparent collectivist philosophies - say what you want about gooks but their collectivism is used to manage their societies pretty well on micro and macro levels.
