While I agree with your sentiment, if a bullet goes through a nigger, through a wall, and hurts another bigger in another apartment next to you, suddenly your going from a singular shooting to attempted murder on another party. Granted this IS a unique situation, but it is a situation where over penetration could be relevant. It could also be an issue for a peace keeper who is trying to kill a target in a crowded area without collateral damage.

First point it's different state by state. I can safely assure you that any of the 3 west coast cities it is ABSOLUTELY true.
Second: there's a big difference between drywall and a walking meat bag. There's a reason hollow points exist.
