Shooting in a 'city' is the same as going 80 in a 25 MPH zone because the bullet always comes down, we have to restrict 'Where' you can shoot. I have fired a million rounds and i live in a city of 500,000, but i have never fired a weapon in the city, unless it was in a gun range.
