I asked the Police Chief in my town. His understanding is that CCW makes it harder for the police to determine who is carrying. He thinks it's a worthwhile tradeoff because it also makes it harder for criminals to do the same.
He also told me that most people would prefer that others carry concealed because the country would look less like an armed camp.
