Of course "he" tried to disable ukraine's telecommunication means, that's warfare 101. You aren't just going to let the enemy run his propaganda and benefit from satellite imageries, GPS, and various other telecommunication means if you can shut them down. "He" certainly succeeded to some extent, but not entirely. I use quotes because well, it's not putin doing it himself with a clamp
