That is exactly how it worked for me. Maybe the reason it doesn't work more often is because of the victim culture that is enforced by leftist institutions. If the dominant message to kids was "become stronger" then that is what kids would do when they became stressed.
The problem is not bullying, it is that those kids don't know how to improve. They get stuck in that rut because no one will teach then how to get out. And no one will teach them because it goes against the narrative.
