I have a radical idea: how about a social contract that is clear about protecting citizens against violence and theft. Let's call it tort. This idea can only occur when citizens understand contracts. For denizens that either can't understand contracts or won't comply, they get removed from society.
Removal from society can be a physical displacement or being locked up in a compound where they can no longer harm society. Nowhere is race a factor nor gender or any trait whatsoever a factor here.

Under that proposal, Democrats would be removed from society because of their compliance in violence and theft as well as out of date ideas that are outright harmful to society.
