I've said this for 25 years:
Honest electronic voting machines are easy .. if they wanted honest elections.
Required steps:
- Each vote produces an electronic record AND a physical print record.
- Each physical print record must have: a. A unique serial #. b. A time and date stamp. c. The actual vote in a be human readable format.
- The voter checks the printout and places it in the ballot box.
- Electronic results are calculated immediately. But, the physical printout is the official record (source of truth).
- Physical printouts are stored for 10 years and can be inspected if there are any questions by either party on the validity of the results.
