Afghanistan war was all about laundering US tax dollars into peoples pockets. Some US aid program probably listed it on it's books as a couple million $$$ to some NGO to promote some social justice crap, and they probably paid some local 'artist' a few hundred $$ to do the work, and all the rest went to 'expenses'. Same way the Clintons raised 110s of millions for the previous earthquake in Haiti, but none of the money ever made to there.
