A good percentage of dentists do this. They convince their patients to get costly procedures that require periodic maintenance. After about five years they have guaranteed income from returning patients.

I have had some really shitty Dentists that did really shitty work. I need to get work done to correct it but I have a bad feeling about it and have not been able to make myself go try to find a "good" one.
