Cloud seeding has been a thing for decades. Pretty sure farmers are doing it at this point via crop dusters.
NOAA has a modified C-130 used for hurricane analysis.
I don't believe they have weather modification absolutely figured out yet, but the are definitely fucking with storm systems. Maybe its done with the intention to reduce impact or maybe its more nefarious intent, but it seems to me that they can only give storms suggestions and nudges at best.
