No one is gonna release anything dangerous except new variant of propaganda. Elites can't risk to release something deadly because they can fuck up themselves. It is much more easier and safer to unleash propaganda. They can release bioweapon only if they manage to cut themselves from the rest of the world. Taking into account all the traveling and trading going on, releasing bioweapon would be suicide mission.
