Lots of cops will be shot dead doing this.

They will also kill lots of people defending their constitution rights and that will start a civil war!

This is the aim. But it will seriously fragment the police and military, fermenting rebellion among the troops.

The generals can only hold back the troops so long before they are facing insurrection against their own leadership.

This could very well backfire and get the cabal arrested.
