Possible, but what better way to pass gun laws than to do just the opposite of "trust the plan". I mean, really, the FBI's play book is all about causing fake terrorists so they can justify their existence.
I'll state up front that I'm skeptical of the Q thing... BUT strategically it makes total sense to pacify a population and prep it for removing systemic corruption. If there really is an intelegence war going on, and your objective is to defend the constitution, then you NEED to have the population questioning and thinking in a way that helps prevent friendly fire when/if the trigger is pulled on mass arrests of those violating the constitution. In such an instance you need people with guns to "trust the plan" and not go off half cocked.
Also, if conspiracy minded people were looking at things without this Q pacifier, the DS actors could provoke gun owners into irrational actions that would allow the demonetization of conservatives and allow justification of all sorts of laws, especially gun control.
