It's much simpler than that. People who were tested are already dying from meningitis. Its a very bad idea to have non-attending physicians poking around near people's brains. Tends to break the blood brain barrier and opens you up to all sorts of infections.

The PCR test is completely bogus/inaccurate. My pharmacy was drive through testing the other day and the line was a mile long. Goddamn people are dumb.
