Desolder and put in a new one. If the cap is still sealed you can put it in saline solution with a .01 volt current running through and they will come back. Caps have the electrolytes plants crave.

Dishwasher. Works awesome. Comes out looking clean with shiny solder mask. Just make sure you let it dry extra good before you apply power.

You can brush it with white vinegar to counter-stop the corrosion, then clean it with IPA.
