I underdtand what people are complaining about, but this has been occurring since before California was a state. When they were building the railroads and industrializing San Fransicso, instead of hiring white/Irish workers (who wanted the work) at a fair wage companies would hire Chinese workers who were showing up by the boatload daily at 1/3 of the price. They'd get labor at 3-for-1 and have an endless supply.
