Its not just that.

I give you a example from Germany.

Lets say you do your apprenticeship as a baker, you finish it with a certificate, you work in your field for a few years, then your boss sees you have a talent for management, you become the regional boss for 10 stores, of course you know all the health code stuff, you know how to run the accounting stuff (at least the day to day things).

A few years down the road you decide, fuck it I open up my own bakery I know it all, hell I ran 10 stores for the last few years,

Nope, because you just finished your apprenticeship, but never bothred to make your "master" you are legally not allowed to open your owen bakery, but as a manager you can give orders and as a trained baker you can do the work yourselfe no problem.
