Not Clarke's greatest work. Really has a meandering plot. What it does do well is to build and explore the world's oceans in a future society where we have "terraformed" it to produce more and better food for the worlds humans inhabit (earth, mars, venus). @Aragorn you may like this one, there is a subplot about animal cruelty
