Schools that do/did this should lose funding for a minimum of 2-5 years as a punishment and a reminder. No "slap on the wrist" and a "we are sorry" bullshit. Nope, fire everyone involved, blacklist them from all gov jobs forever and take away all public funding for a few years to set an example of them.
