Probably, but their compression is absolute shit so the viewing experience is still somewhat less than the real thing. Something like water drops in a scene covers the video in high contrast noise.
In most cases though they don't care, nut kicking videos don't even need 1080.

2160p's advantage is that it provides spare bitrate and chroma subsampling for more pure quality on an 1080p screen.
