According to a booking sheet, Regis Lawrence Adams was stopped at the intersection of Converse Avenue and East Pershing Boulevard during the early morning hours of Sept. 21 after police spotted his hoodless car, which they had previously stopped on Sept. 8, fail to signal a turn from Dell Range Boulevard to Converse Avenue.

Police say Adams had his driver's license suspended and currently still does."

They spread anywhere that an interstate connects. If you get out in the sticks they are basically non-existent anywhere in the US.

The last time I was in Cheyenne there wasn't a single one in sight.

They only make up ~2.5-3%. Most of the ones you see are passing through either as a trucker (rare), Current or Former Military (Airforce base). Or like this fuckup which is a dealer that probably gets black-market weed in Colorado to sell in Wyoming.
