With the shit going on in China right now, the money going into NK is in serious jeopardy, and without that money, they won't be far away from mass death by starvation.

They have been on that line for decades because they refuse to farm properly and want to keep the population low and malnourished so they are easy to control. This is by design.

I guess in theory. In practice, probably not. Warheads are usually designed for pretty specific delivery packages for a reason.
