The classified seventh point of the decree on mobilization allows the Defense Ministry to conscript one million people. This was reported to "Novaya Gazeta. Europe," a source in the presidential administration told the Novaya Gazeta newspaper.

The seventh point of the decree was marked "for official use. Didn't China Officially put the kybosh on that already declined to offer Russia active military support/ cooperation in Ukraine.

Afaik the only Nations to offer military support to Mother Russia, other than Belarus, is North Korea (but NK's were given the proviso of having to provide all their own equipment, logistics and munitions if they do).
