deliver "NATO" weapons to azov et al
Sabotage those weapons to kill those who use them.
add hidden trackers to others.
blame the u.s. to cause confusion and mistrust.
claim fair game.
keep threatening to bomb NATO weapons shipments, but never follow through, blue-balling u.s. authorities.
