Around 1,000 young men arrived in large groups, apparently with the specific intention of carrying out attacks against the women." The men would set off fireworks to distract the crowd, cluster around a woman and take turns abusing her. This rape game is known as "Taharrush," which roughly translates as "mob harassment." Eyewitnesses and police described it as something they had never witnessed in their lives. German media hesitated to report on the incident for fear of stirring up far-right sentiments, most did not officially publish articles until a week later. The Cologne mayor's response was that "women should have a code of conduct" to prevent future assaults.

However, this claim would be directly contradicted by the police chief, who said that they currently had no suspects. Multiple German officers have stated in private interviews that they have been instructed not to arrest suspected migrants and to simply "let them flee." These types of instructions given to police do not end in Germany.
