There is no war in Afghanistan and never was one. American troops invaded and occupied Afghanistan, under the pretense of hunting down terrorists. There's been no real attempt to change the leadership structure of Afghanistan, or to rule in Afghanistan, so it was only a question of when the occupying troops would go home.

American troops had to intervene because the Taliban burned poppy fields. They had to protect the fields until a private contractor is strong enough for the task. The CIA has flown in thousands of ISIS fighters from Iraq and Syria (most from Al Bab) into Afghanistan - it seems they have found the loyal contractor and can leave now. Or maybe they just can leave because fentanyl makes poppy fields obsolete.
