The Human Rights Council includes Airbnb or TripAdvisor among companies operating in occupied Palestinian territory.

A day after the Security Council examined President Donald Trump's peace plan without daring to put it to a vote, the United Nations released a blacklist of companies doing business in Israeli-occupied Palestinian territory on Wednesday . In the controversial relationship of 112 companies, pending publication for more than three years, most of the Israeli denominations, although there are also digital signatures with global implementation.

The list has been prepared in accordance with a resolution of the Human Rights Council adopted in 2016, as an expandable database that now includes 112 companies (94 of them Israeli). The US tourism platforms like Airbnb and TripAdvisor, stand in the relationship with the French industrial conglomerate Alstom railway equipment, or virtual travel agency based in Luxembourg eDreams.

The publication of the list of companies fell yesterday like a jug of cold water in Israel, whose authorities had celebrated the day before the withdrawal of the resolution of condemnation of the document of the agreement of the century, which had been promoted by the Palestinians, in the absence of consensus in the Security Council. Foreign Minister Israel Katz denounced that "the blacklist of companies represents a new capitulation in the face of pressure from countries and organizations seeking to harm Israel (...) with discriminatory policies." "With this decision," the minister added, "the Human Rights Council has become a partner and a tool of the boycott movement [to the Jewish State]."

The UN High Commissioner for Human Rights, Chilean President Michelle Bachelet, acknowledged through a statement released in Geneva that it was a “very controversial” measure, although she stressed that the report has been made after a “review process long and meticulous. ” The United Nations points out that the database of companies operating in the settlements is not intended to serve by itself as a "basis for a judicial conviction." The published relationship does not contain stipulations that carry international sanctions or vetoes.

Israeli settlements in the West Bank and East Jerusalem - where more than 600,000 Israelis have settled in the last half century - lack international legitimacy, as the Security Council last reiterated in December 2016, as did the colonies built in the Golan Heights, Syrian plateau occupied by Israel since 1967.

Four years after resolution 2334 - passed shortly before Barack Obama left the White House -, the UN takes steps again to clearly differentiate the State of Israel from the settlements.

The dissemination of the blacklist occurs at a time when the Israeli Government is considering annexation of the West Bank colonies under the White House initiative, which also gives the green light to Israel's territorial absorption of the strategic valley of the Jordan. The decision of the United Nations is in line with the guidelines approved in 2015 by the European Union to demand a label of origin for products exported from settlements.

The ultimate goal of both measures is to determine from the international community that the colonies are not part of Israel. However, the activity of the companies in the settlements has not yet been typified with sanctions.

Diplomatic intifada The Human Rights Council plans to address the implications of the publication of the database at the session that begins within two weeks at the United Nations headquarters in Switzerland. Specifically, it must establish the mechanisms for a company to request its exit from the list, or for the incorporation of other companies.

The Palestinian officials, meanwhile, have thrown the bells in flight at a turn of the international community that underpins its diplomatic Intifada strategy against Trump's plan. The Palestinian Foreign Minister, Riyad al Maliki, urged the companies that do business in Israeli settlements to cease their activities in occupied territory. "It is a victory of international law," proclaimed the head of Palestinian diplomacy, who demanded that the UN issue guidelines on blacklisted companies as soon as possible.

BANKS, 'TELECOS' AND TOURIST PLATFORMS Nationalities . In addition to the main entities (Hapoalim, Leumi) and Israeli telecommunications companies (Bezeq, Partner, Cellcom), six American companies are blacklisted, including Motorola, as well as four Dutch, three French, three British, a Luxembourgian and another Thai.

Tourism . Alongside the popular platforms Airbnb and TripAdvisor are other American tourist companies, such as Expedia or Booking.

West Bank . In 2018 Airbnb withdrew its offer of tourist accommodation in the West Bank, but the San Francisco-based company backed down five months later before the growing number of lawsuits against it filed before the United States justice.

The immediate precedent of the blacklist is the relationship of 59 companies that have maintained economic relations with the Myanmar Army, which was prepared in August last year by the UN.
