While I see your point, it isn't exactly a correct assumption. The US military is much bigger, but it's also spread across the planet. There's no way to field the entire 2 million troops against the Norks.

Yet the vast majority of NKs army are reservists. Its like saying that Wisconsin has the largest army in the world during hunting season.
