Booze is dirt cheap both to produce, distribute, and sell in the Caribbean even without the sugar cane subsidies. So cheap in fact, that given its higher alcohol content than American alcohol is permitted to have, it's actually cheaper to simply water down booze at the bar than to bootleg it.
