If that were true they wouldn't use a dummy warhead. It would have been a real warhead.
Only reason to send a nuclear capable missile without a nuclear warhead is to send a message. Or the entire thing is a fabrication.

I totally agree. I was just stating the “out of munitions” story gets rehashed every few weeks by the msm and then Russia makes another huge strike or artillery barrage.
