At least one person was killed and a dozen others were injured when a car plowed into a crowd in a popular shopping district in Berlin on Wednesday morning, police said.

"It is not yet known whether it was an accident or intentional action," the Berlin Police said in a statement via Twitter.

Germany has strict car control laws. Requires licensing, background checks, and a waiting period. You have to be a certain age to use them, too.

Germany obviously needs more car control to prevent things like this from happening.
