Chinese fentanyl is way worse than (clean) heroin ever was, too. Doses active in the microgram range with extremely narrow weight/tolerance dose-response curves. It's dangerous enough even with professional volumetric dosing, let alone cut into street dope. Fentanyl shouldn't even be used in medical settings.
Look at the samples sent to drugsdata.org. Most drugs are sold as advertised, until you look at hard shit like meth, coke, and heroin. They are chock full of nasty crap and strange, novel RCs with little to nothing known about them.

Personally I look on heroin as a fucking blessing. Lacking any large predators to kill the stupid, we need something to help thin the back of the herd. It's not a problem, it's a solution, a means to an end, that's why europe won't do shit about it just like the rest of NATO, because it's the main source of dark money. Unless some idiot decides to end the opium cultivation again in afghanistan, like between 200 and 2001, then they'll do "something"
