I tend to agree or would have a few months ago. Anyone with real skills are more than happy to go somewhere else. At this point, you are just retaining the useless, desperate and unneeded meddle management.

I feel like that is one of the biggest reasons. These managers are unable to show why they are needed and so they are calling for RTO so they can be ass-in-chair managers again and try to justify their own pointless fucking job.
