If it isn't in the contract as a stop for work then likely they'll just replace the portapotty and if done again someone will be made to inspect the thing after between every use to find out who is doing it and making it a huge fine in writing for anyone that does do it plus their job of course and likely getting sued for the lost work. The hospital might sue for the stoppage so they will have to hire contracted workers to finish up the job.
