I haven't looked into either of those, but I'd say Uruguay based solely on ocean accessibility.
Myself I'm not sure if South America or south east Asia would be better.

I have a fairly rudimentary understanding of Spanish, but would spend the time relearning it. I'd be a fish out of water in Southeast Asia.

I was looking at the Philippines they have a lot of English speaking people and it is an official language there.
