I actually find that to be slightly creepy. The amount of effort that could have been spent on other things. The inability to see any damage at a glance. No access for cranes to make easy repairs.
Or maybe I've played too many video games with fanciful architecture.

I first thought it would be a public hanging monument, with a noose inside the open area for all to see. That would be civic pride.
