That might not be too far from the truth. Anyone with a VPN that can set it to use an Israeli server can try to fuck you up.
I traced it down its a block assign to an Israeli broadband service. It's a broadband customer in Israel.
Doesn't mean it's not customer of theirs that's a business, or individual, that's doing clandestine work. And certainly doesn't mean they aren't running a vpn server. However it would be super risky to do it this way unless the government and ISP were in on it, else you would be toast in an instant if they wanted; they would know both ends of the VPN, plus the person who was hosting it.
