It's a design choice.
We believe that downvote is not a disagree button. We prefer to engage in discussion and bring a counter-argument to opposing views.
Yeah but say I use the downvote button appropriately but never upvote.
That system is designed to avoid abuse. Mass downvoted comments tend to be seen as negative by people even if they contain a legit point.
Yes, but one person can't be responsible for a mass downvoted comment, so it seems silly to punish someone for downvoting more than they upvote.
