I was reading about the back taxes. If your going to rebuild entire areas that will prosper then they might well just let the back taxes go for future growth of sustainable neighborhoods but you'll likely need factories and other such businesses to get regular workers without a trade license to move in. Also walling off areas to keep gangs and burglars out is a must since Detroit at night is as violent as south side Chicago and your new homes will be ransacked overnight or even during the day without a security task force because Detroit city is like any big city police force as in slow as fuck to get to the scene. Also having camera's everywhere on the streets will deter criminals when their faces and plates can be recorded. Actually hiring some of the builders to be armed security would be a great investment if paid at a decent rate. I usually hate them but a HOA that is very restricted as not being able to take more power would be good as in having to have a background check on buyers to see if they have a bad criminal record as in pedophile, armed robbery, burglary, grand theft, or selling crack, heroin, or pills illegally. If you don't keep the riff raff from buying in the area you can't keep the rest of them out. Also have a guarded gate where a phone call is needed to enter for a non resident. That will keep people from just driving or walking into the area. Hell big signed with cameras, armed security, and other such stuff and you may be stopped will soon make it known that if you're a criminal it's not going to be easy to do anything here.
