Except that the restaurant has no staff, people must also bring their own ingredients, cook them and wash the dishes. You also pay whatever you want.

The problem is that the owner doesn't care if the restaurant is filled with bums (spam and shills) and never fix broken equipments.

Exactly.

And when that happens, no one wants to eat there any more because of the increased risk of food poisoning/hepatitis.
