Hey, I lived in CA for quite a number of years ... because of my job, not because I was a native. It was hell there, too. They don't have State inspection there, so you wouldn't believe some of the cars and truck on the road. The average guy isn't going to run around in a vehicle without it being in decent repair and have adequate insurance ... not the case for many of those sneaking in.
