Nope it sure wouldn't, but that would fuck with them sweet sweet federal tax dollars, I'm pretty sure thats why income tax is unconstitutional.

But they loose more money per citizen than they make in taxes. That's why there is debt. The only thing they value is their sense of control, and if they loose 1:1024th of it they freak out and start a war.
