There is some truth to what she's saying, but not much. My friend who supports her also parroted this statement to me so I had some time to research it in rebuttal.

Almost every year since the United States was created some sort of "two-term" bill was proposed, but had been shut down. Every previous President had stepped down after their second term previous to FDR so no one saw the need for it. They didn't really truly consider the idea someone might not step down after their second term until FDR was elected three times in a row.
