The epoxy can be damaged without people noticing the damage and then they hold incorrect expectations about it's performance. The real problem is salt and other deicing chemicals causing corrosion on the rebar in bridges.
Yes, there is actually a patch spray for those spots but that requires a spotter to go over everything. Many places are unable to do that for multiple reasons.
Seems stainless would be extremely long lasting, and thus, worth the cost in the long run. When the rebar goes, the repair/replacement is expensive.
That's a good end game but I think the galvanizing is a good in between measure.
If I'm able to build the house I want I want I'll probably get the rebar galvanized. Just because I know I can get this done on my own if I can't order it.
It seems short-sightedness is the reason stainless is not used more, (in addition to stainless being more expensive, harder to machine, weld, etc.) On the other hand, a great many things simply get torn down / or thrown in the trash, as the car may be, before they are old enough to fail.
