I have friends who have gone on vacation there. All said the exact same thing: it's a neat experience, it's carefully scripted and tailored to try and keep you within well confined borders of the cities, and your watched almost every second of every day. If this idiot got arrested, it's because he was too fucking stupid to follow simple instructions and did something he had been told numerous times not to do. I have 0 sympathy for this Darwin Award winner
