Of course. I'm watching the Vietnam War by Ken Burns and you see all these rice farmers with grass huts and barely a pot to piss in. These are not people with the resources to go and march on Saigon. They are just trying to survive. Their elections are rigged / stolen. The are under the boot heel. How can we blame them? Like blaming dark ages peasants for the kings going to war. That's my opinion on it.

Yes, there are innocents. If you can treat them as so, that's another question, and as crude as it sounds, I guess no. If they invaded your land, innocent or not, they must be fought as invaders. I'm not talking about immigrants, but about an army invading.
